In this historical epic, the story unfolds around the shogun's criminally insane half-brother, Matsudaira Naritsugu, who is poised to become a senior adviser on the Roju Council of Elders. His heinous deeds drive a top retainer to commit suicide, prompting Roju Councilor Doi to commission Inspector General Shimada Shinzaemon for a covert assassination mission. Shimada assembles a group of 13 warriors and embarks on a perilous quest to eliminate Naritsugu before he reaches Edo, facing his formidable 100-man entourage.
