When a man accused of murdering two police officers is unexpectedly found not guilty, veteran detective Steve Donohue becomes convinced that the justice system has failed. Unable to accept the verdict, he decides to take matters into his own hands.

Driven by anger and frustration, Steve takes the judge, jury, and accused man hostage and announces that he will conduct his own trial. He intends to present the evidence that was excluded from the original case and force everyone to reconsider what really happened.

As the courtroom becomes a tense hostage situation, Steve's fellow officers struggle to understand his actions. His captain and other authorities try to negotiate with him while the media turns the dramatic standoff into a national spectacle.

But Steve's attempt to deliver his own version of justice quickly becomes more complicated. As hidden details emerge and the people inside the courtroom are forced to confront uncomfortable questions, the line between justice and revenge becomes increasingly difficult to define.
