Andy Burnham is expected to focus on his vision for Britain rather than short-term policy announcements in his Labour conference speech on Tuesday afternoon.
Lucy Powell, the Education Secretary, suggested there would not be “specific policies” in Mr Burnham’s leader’s speech.
She told Times Radio: “People keep voting for big change, don’t they? Whether that’s the Brexit vote, different election results. People want and are crying out for big change.
“And to deliver big change, you’ve got to have those big ideas, that clear direction of travel, and be honest and willing to take on those big challenges.
“And it might mean that for today, with a speech to Labour Party conference, you’re not unveiling a number of specific policies. What you’re talking about is your end game.”
