Former MI6 boss Sir John Scarlett says he would expect the service to have known about the US and Israeli strikes on Iran before they took place.
Speaking to BBC World At One, Scarlett says he knows "the capabilities" of the UK's Secret Intelligence Service, and that "there was a very clear build up" of movement in the region before the strikes on 28 February.
The US government's aim of making sure Iran never has a nuclear weapons programme could "probably not" happen without regime change in the country, Scarlett adds, saying it is "fundamentally important" Iran does not have "nuclear capability".
