LIVE Shabana Mahmood Announces New UK Settlement Rules: Who Can Get ILR in 3, 5 or 10 Years? | AC15

Britain's Home Secretary Shabana Mahmood has set out the government's revised plans for indefinite leave to remain (ILR), introducing different settlement waiting periods based on migrants' earnings, contributions, employment and circumstances.
Under the announced proposals:
- Three years: Higher earners on salaries above £50,000, certain healthcare and education professionals making exceptional contributions, and people arriving through the highest-talent schemes.
- Five years: Certain care workers who fulfilled their visa conditions, eligible public-sector workers and refugees arriving through new safe and legal routes.
- Ten years: The standard settlement route for most other migrants, including those earning below £50,000.
- Twenty years: The standard disqualifying period for refugees who did not arrive through safe and legal routes, with a further 10 years proposed for those entering illegally, including by small boat.
The government also announced transitional arrangements for social care workers who arrived or switched to the care route before May 2025. Eligible workers who fulfilled their visa conditions will retain their existing five-year settlement route. Others will be offered another five-year care visa and an opportunity to find legitimate employment.
The announcement prompted a heated exchange in Parliament. Shadow Home Secretary Chris Philp accused Mahmood of watering down her earlier proposals, questioned the transitional arrangements and challenged the projected cost of allowing some care workers to remain. Mahmood defended the changes and criticized the previous Conservative government's record on immigration.
The reforms have major implications for migrants, care workers, refugees, employers and families planning to settle in Britain.
