The debate over Russia’s frozen assets is back on the European agenda. Ukraine’s Foreign Minister Andrii Sybiha has discussed the issue with Belgian Foreign Minister Maxime Prévot, who revealed that European countries were unwilling to share the financial and legal risks associated with using frozen Russian assets for Ukraine in December 2025 — and says that position has not fundamentally changed. Belgium, however, remains open to moving forward if the rest of Europe is prepared to share the risks. I also discuss strong new statements from former Ukrainian Defence Minister Mykhailo Fedorov, who has called for wartime elections in Ukraine, reopening one of the country's most politically sensitive debates. Meanwhile, the EU faces another challenge as it pushes its “Buy European” strategy. New polling suggests people across Europe overwhelmingly prefer governments to prioritise products made in their own countries, rather than European-made products more broadly. Elsewhere, Sergey Lavrov has issued a warning to the UK following the latest drone controversy, while Britain has responded by reaffirming its continued support for Ukraine. Finally, I examine Russia’s seaborne oil exports, which remain well above their five-year average despite Ukraine’s extensive drone campaigns and strikes inside Russia — raising important questions about the actual impact of Ukraine’s strategy on Russian energy exports.
