.Prime Minister Andy Burnham has changed the Government’s early-release rules after widespread criticism over plans that could have allowed two of PC Andrew Harper’s killers to leave prison early. The revised policy excludes prisoners convicted of unlawful killing, including manslaughter, from the scheme. However, thousands of other prisoners will still be eligible for earlier release as the Government struggles with overcrowding and limited prison capacity.
