What happens if Donald Trump loses both the House and the Senate?

On Election Day, forecasters made Democrats strong favorites to win the House (Silver Bulletin: about 95% on November 1), while the Senate is the real fight: Democrats need a net gain of four seats, and on November 2 CNBC reported Kalshi traders gave them a 74% chance. Nothing is decided yet. Presidents Truman (1946), Eisenhower (1954), Clinton (1994) and George W. Bush (2006) lost both chambers in a midterm; Reagan lost the Senate in 1986 and Obama lost the House in 2010 and the Senate in 2014.

In this video, we break down the odds and the Senate math, the races that could decide control, what happened to every president who faced a Congress run by the other party (vetoes, overrides, investigations, shutdowns, deals and the next election), and what a fully Democratic Congress could do that a Democratic House alone cannot: block or slow nominees, decide any Supreme Court vacancy after January 3, send bills that force vetoes on tariffs and the Iran war, control the budget and the 2027 debt limit, run Senate investigations and an impeachment trial (67 votes to convict). We also cover what Trump can still do alone, what changes if Republicans hold the Senate, the lame-duck session, and what it all means for 2028 - with both sides' arguments.

Facts as of November 3, 2026; written before results were known. Forecasts and betting odds are not results. Illustrations and seat charts marked "illustration" are not forecasts.
