With rising unemployment and fewer vacancies, millions have given up looking for workand the number of vacancies is falling, with young people the worst affected, according to figures from the Office for National Statistics for the three months to October.
That was up from the 5% level reported a month ago.
Sky's Gurpreet Narwan has been to Birkenhead to speak to people who are stuck on benefits because they have been unable to find work.
