UK Home Secretary Shabana Mahmood has faced further questions in Parliament over the government’s revised plans for Indefinite Leave to Remain (ILR), as MPs challenge the fairness and potential impact of the proposed immigration changes.

During the parliamentary exchange, MPs raised concerns about applying new settlement rules to people already working legally in the UK, warning that changing their pathway to permanent residency could undermine trust and create uncertainty. One MP also invoked the lessons of the Windrush scandal, while Mahmood rejected comparisons between the two situations.

The Home Secretary defended the government's approach, arguing that immigration rules can be changed and that settlement applications are assessed under the rules in force at the time of the decision.

Other issues raised included:
- Care workers: Transitional arrangements and a second opportunity for some workers to meet visa conditions.
- Refugees: Proposed 20-year settlement waiting periods for certain arrivals, with an additional 10 years for those entering illegally.
- English language: The importance of language skills for integration, particularly for women.
- Hong Kong BN(O) route: Mahmood confirmed that arrivals through this scheme are exempt from the proposed changes.
- Domestic abuse victims: Immediate settlement eligibility will remain unchanged.
- Implementation: The government expects changes to begin through the December immigration rules, with implementation during 2027.
The debate also addressed migrant contributions to the NHS, care-sector working conditions, economic impact assessments, Brexit and the government's wider immigration policy.

Watch the full parliamentary exchange for the arguments, questions and responses surrounding the UK's proposed ILR reforms.
